Seit zwei Tagen ist Yasmin zurück in Bonn – Dienstag wurden im St. Josef-Krankenhaus die Splitter entfernt. Und doch will sie zurück nach Kasserine: Aus Angst um ihre Familie. Immer wieder flackern die Sekunden an ihrem inneren Auge vorbei. Der Oberkörper schmerzt, Schock und Trauer sitzen bei ihr tief. „Ahlem war ein Engel", erzählt sie, „ihr Lieblingsspruch war „dein Outfit ist ist nie komplett ohne ein Lächeln." Wenn die Operation nicht wäre, sie wäre in Kasserine geblieben. Und so schnell wie möglich möchte sie auch wieder zurück: „Ich habe Angst, meine Verwandten nie wieder zu sehen!" Zu Beginn dieser Woche hat in Tunis eine internationale Investorenkonferenz unter dem Namen «Investieren in Tunesien – Start-up Democracy» stattgefunden. Auf Einladung des parteilosen tunesischen Regierungschefs Mehdi Jomaa kamen etwa 300 Vertreter aus 30 Staaten zusammen, um über eine neue Wirtschaftsstrategie und konkrete Investitionsprojekte zu beraten. Zu den Anwesenden gehörte auch der französische Premierminister Manuel Valls, ebenso die Regierungschefs von Algerien und Marokko, hochrangige Vertreter der Uno, der EU sowie internationaler Entwicklungsbanken. In die Demokratie investieren Jomaa warb um Unterstützung und Vertrauen in die tunesische Wirtschaft und Politik: «Wir haben uns nach der Revolution für ein demokratisches, tolerantes und offenes Tunesien entschieden», erklärte er. Zwei politische Morde im vergangenen Jahr, zunehmende Sicherheitsprobleme und soziale Spannungen führten Anfang Jahr – unmittelbar nach der Verabschiedung einer neuen Verfassung – zum Rücktritt der Regierung. Ein nationaler Dialog unter Beteiligung der Bürgergesellschaft ebnete den Weg aus der Krise, und im Januar wurde Jomaa als Konsenskandidat mit der Übernahme der Regierungsgeschäfte beauftragt. Neben der Durchführung von Parlamentswahlen am 26. Oktober gehören die Wiederherstellung der Sicherheit und die Weichenstellung für einen wirtschaftlichen Aufschwung zur Priorität der Übergangsregierung. Die Kosten der Transition sind hoch: Für 2014 wird das Wirtschaftswachstum auf 2,8% geschätzt. Die Inflationsrate liegt bei 6,1%, die Arbeitslosigkeit bei 15,2%. Der tunesische Dinar erlitt zwischen 2010 und 2013 eine Abschwächung gegenüber dem Euro um 12%. Vor diesem Hintergrund wurde in den vergangenen Monaten im Rahmen eines nationalen Wirtschaftsdialogs, an dem Vertreter der Parteien, der Bürgergesellschaft sowie Wirtschaftsexperten teilnahmen, eine Strategie für die Wirtschaftspolitik der kommenden zwanzig Jahre erarbeitet. Sie soll eine Antwort auf die konjunkturellen und strukturellen Wirtschaftsprobleme liefern. Die Regionen stärken Jomaa nennt fünf Schwerpunkte: die Wiederherstellung des makroökonomischen Gleichgewichts durch eine Reform der öffentlichen Finanzen, gezielte Wachstums- und Beschäftigungsförderungen, Wirtschaftsreformen, eine regionale Entwicklung durch Dezentralisierung sowie eine Stärkung sozialer Inklusion. Vor allem die sozialverträgliche Kürzung von Subventionen im Energie- und Lebensmittelbereich dürfte die nächste Regierung vor grosse Herausforderungen stellen. Die Reformen sollen laut Jooma eine spürbare Verbesserung des Investitionsklimas bewirken. Industrieminister Ben Naceur stellte 22 Projekte in Schlüsselsektoren mit einem Volumen von rund 6 Mrd. Die angestrebten privaten und öffentlichen Investitionen in die Infrastruktur (Strassen, Krankenhäusern) scheinen politisch klug gewählt, um auch benachteiligte Bevölkerungsschichten in den Regionen zu befrieden.
