    إن الارتفاع الفكري هو الذي يحدث النهضة، وأما الارتفاع الاقتصادي فلا يُحدث نهضة، بدليل أن الكويت مرتفعة اقتصادياً أكثر بكثير من هولندا، ومع ذلك فهولندا ناهضة والكويت ليست ناهضة. وكذلك الارتفاع الأخلاقي ليس نهضة، بدليل أن المدينة المنورة هي من أعلى بلدان الدنيا أخلاقاً وباريس تشتهر بدعارتها، ومع ذلك فالأولى ليست ناهضة والثانية ناهضة. وكذلك إقامة الحكم على أنظمة وقوانين لا يوجد نهضة، بدليل أن مصطفى كمال أخذ الأنظمة الغربية والقوانين الغربية وأقام الحكم عليها في تركيا وأخذ يطبقها واستطاع أن يطبقها بالفعل عن طريق القوة، ولكنه لم يوجد نهضة، فلم تنهض تركيا بل انحطت عما كانت عليه وأصبحت في الوقت الحاضر من أحط البلدان. ثم إن أقرب مثال على ذلك ما قام به جمال عبد الناصر في مصر فإنه منذ سنة 1952م أقام الحكم على أنظمة وقوانين، فأقامه في أول الأمر على تغيير نظام الحكم بوضع النظام الجمهوري مكان النظام الملكي، وعلى توزيع الأراضي. ثم انتقل به الأمر على أنظمة اشتراكية مما يسمى باشتراكية الدولة، ومضى عليه الآن ستة ...عشر عاماً، ولم يوجد أي نهضة، بل على العكس مصر اليوم من ناحية فكرية واقتصادية وسياسية أحط منها قبل سنة 1952، أي قبل انقلاب الضباط، ومقارنة أعضاء برلمانها اليوم أي مجلس الأمة بأعضاء برلمانها قبل سنة 1952 من حيث المقدرة الفكرية والسياسية يرى الفارق فكرياً وسياسياً بين الأمس واليوم، والوضع فيها يحول دون النهضة. لأن إقامة الحكم على أنظمة وقوانين لا توجد نهضة، وإنما الذي يوجد النهضة هو فقط إقامة الحكم على فكرة.

    غير أن هذه النهضة قد تكون نهضة صحيحة وقد تكون نهضة غير صحيحة. فأوروبا نهضت على فكرة فصل الدين عن الدولة، وكذلك روسيا نهضت على فكرة المادية والتطور المادي وأقامت الحكم على هذه الفكرة سنة 1917، ولكن هاتين النهضتين باطلتان، لأن كلاً منها ليست قائمة على أساس روحي. إذ النهضة الصحيحة هي الارتفاع الفكري القائم على أساس روحي، فإن لم يكن الارتفاع الفكري قائماً على الأساس الروحي فإنه يكون نهضة ولكن لا تكون نهضة صحيحة. ولا توجد نهضة صحيحة مطلقاً سوى النهضة على أساس الفكرة الإسلامية أي سوى النهضة الإسلامية، لأنها وحدها ارتفاع فكري قائم على الأساس الروحي. غير أن إقامة الحكم على فكرة الإسلام لا تعني القيام بانقلاب عسكري وأخذ الحكم وإقامته على الفكرة، فإن هذا لا يوجد نهضة، ولا يمكن من الثبات في الحكم، وإنما يعني إفهام الأمة أو الفئة الأقوى في الشعب الفكرة الإسلامية المراد إنهاض الأمة عليها، وجعلها تبني حياتها عليها، وتتجه في معترك الحياة على أساس هذه الفكرة، وحينئذ يقوم الحكم عن طريق الأمة على هذه الفكرة، وبذلك تحصل النهضة قطعاً.‬
